0000720: Per File ipfilter disable option
Right-click option on the download list to disable ipfilter on that file.
Unfortunatly, the ISPs in my country have an "intranet policy" regarding traffic, ie, we have national traffic, and international traffic, and also unfortunatly, there aren't that many ISPs in the world doing this, so it would kinda be a Portuguese users feature, which also makes me think it won't get into aMule's code, but hey, today Kry told me he might think about it.

So here's the drill:
- Based on previous conversations, making a right-click option on the download list to lower the ipfilter level seem s undoable, so a reasonable option concluded was to disable it, which will also leave us open to the "protection" we had with ipfilter, but hey, that's an option.

Another way would be to use ipfilter_static.dat to store the ip ranges we would like to never be disabled, so, the right-click option to disable ipfilter on a file would only neglect the entries on ipfilter.dat

Well, ipfilter level per file IS doable, and probably more suitable?

Well, I think it really IS more suitable, I have bad ranges below 50 and international over 127, so an option to lower the level from 127 to 50, or custom level would be wonderfull. And the custom level would be defined on the preferences, of course.

Perferably, it should be able to define names for the levels, so that the user can select those, rather than just integer-values. I could imagine the following default entries: All (highest value), Default (as specified in prefs)

But then what would be the name to lower it bellow the Default? That is the whole intention of this feature.

Whatever you'd want to call it. The idea was that those labels were defined by default, and that the user could add more.
