0000365: preferences window may be obscured

Description

the preferences window is not modal as most other popup windows. as a result it currently may be layered below other windows, even below amules main window and get completely obscored this way.
i suggest either of the following:
- 'nail it' above amule's main window, if possible, or
- make the "Tools" button in the amule main window raise the prefs window if it is already open but not the frontmost window, or
- make it modal like the others (if everything else fails)
