0000593: With amuled, the upper limit for bandwidth is not respected

Description

Using amuled, I set up a upper limit for download (because I've some other services running and I want to have some free badnwidth).
I set up to 40 Kbit/s as speed limit, but amuled does not respect and sometimes, it is over (like 45 KB/s, 50 KB/s).

My setup:
Speed limits: DL 40 UL 10
Bandwith limits: DL 64 UL 16
