0000830: option "from same category" does not work

Description

I use various categories.

I have the options activated:
"start next paused file when file completed"
"from same category"

nevertheless if there are not any paused files in the same category, amule will continue files in a different category. This is not the behaviour I would expect. Intentually I would expect, that no file would be continued. As I explicitly only want files from the same category.
