0000929: configure: BUILD_CC uses CCs CFLAGS

Description

In a cross-compile environment, configure makes BUILD_CC use the CFLAGS of the targets' CC, e.g. an i586 compiler are given some ppc-specific CFLAGS. configure will die later. This happened after substituting HOST_CC with BUILD_CC.
